Arm Rest or Cat Ledge?

We recently purchased our house, and are trying to figure out why we have a half wall next to the toilet. Is there plumbing inside? Is the wall behind it for support?

The Big Brown Bathroom

We bought a circa 1976 home from a couple who never updated or upgraded - The whole house was scary but this bathroom was the worst...the lovely brown floral wallpaper covered every inch including the ceiling...but the safety cone colored counter was the real star!
